Required Qualifications (as evidenced by an attached resume): Bachelor's of Science Degree (foreign equivalent or higher). Two (2) years of experience in preparing and implementing radioactive materials license conditions. Two (2) years of experience as a supervisor or manager. Two (2) years of experience with disposal and storage of LLRW and mixed radioactive waste.
Candidate must also meet the following requirements: Must submit to fingerprinting and background check, and be deemed trustworthy and reliable by the institutions Reviewing Official, in accordance with NRC regulations 10 CFR Part 37, for unescorted access to CAT 1 & 2 materials. Must have, keep and maintain the appropriate valid NYS Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violation (*** Out-of-State Applicants, see " Special Notes").
Preferred Qualifications: Masters of Science Degree (foreign equivalent or higher) in a physical science, radiological science, engineering or environmental health and safety or equivalent advanced level degree. Documented DOT shippers training. Five (5) years of experience at an educational institution that held a broad scope or military equivalent license engaging in research with radioactive materials. Two (2) years of experience issuing radioactive materials internal use permits under a broad scope license or military equivalent. Five (5) years of experience as a supervisor or manager. Meet the Nuclear Regulatory Commissions 10 CFR 35.50 requirements to be potentially named as an Assistant Radiation Safety Officer. Participation in an IRB and or RDRC. Two (2 years) experience calibrating radiation detection equipment. Experience with GM Meters, ion chambers, personal dosimeters. Board Certification Health Physics, Medical Physics or 200 documented hours of classroom and laboratory training in radiation physics, radiation biology, radiation instrumentation. LIA Laser Safety Officer Certification (not medical). One (1) year experience at an educational institution or commercial cyclotron facility.
Brief Description of Duties : The incumbent will develop and implement the Radiation Safety Program at Stony Brook University to ensure safety and compliance in accordance with NYS 10 NYCRR 16, NRC 10 CFR 35, NRC 10 CFR 37 and the University's Type A academic and medical Radiological License and its License Conditions. The position is responsible for the safe use, inventory and storage of radioactive material, radiation producing equipment and lasers at Stony Brook University Research Facilities. The University Sr. Radiation Safety Specialist reports to the Radiation Safety Officer and supervises staff and activities that support research programs. The position ensures that all program elements are maintained, including but not limited to inventory or radioactive materials, equipment calibrations, leaks test, surveys, decommissioning labs, NRC Part 37, quarterly audits and the ALARA program.
Permit writing, maintenance, development and ongoing oversight of use under the permit. Process, clarify and issue internal radioactive permits for laboratory use of radioactive materials. Maintain records, research credentials and other lab information. Revaluate laboratories and issue renewal of internal permits. Removal of materials from inactive labs. Coordinate transfer of materials between lab permits. Ensure permit information is current and reflect the research and staff in the laboratory. Incorporate Laser and X-ray into Radiation Safety's internal permit process. Presenting new applications and amendment to the University Radiation Protection Committee for approval. Assessment of quarterly audits, findings and approval of corrective action plans. Adjustment of quarterly audit form based on type of use and the lab. Maintain, create and implement policy and procedures.
Procurement approval of Radioactivity, Laser and X-ray equipment coming onto campus and coordinating delivery. Supervise the approval all orders for research radioactive materials based on internal permit possession quantities. Coordinate transportation from SBU receiving to the PIs laboratory. Monitor package survey and wipe results. Maintain records for NYS DOH and or DOT inspection. Lab assessment of use and assurance of appropriate shielding before delivery.
Supervision of EH&S University staff Supervise Radiation Safety staff that assist in the implementation of all radiation safety programs to ensure that regulatory requirements and program goals are met. Assign staff to complete required inspections and audits of all internal radiation permit areas and review reports for accuracy, necessary components, corrective actions, follow up and timeliness. Participate in random quarterly audits to mentor staff and meet PIs. Provide mentorship and refresher training in addition to new topics training to University staff. Manage time reports, annual evaluations, performance plans, vacation requests, and other HR/LR actions related to University staff.
Decommissioning lab space Preparation of decommissioning documentation to submit to the Radiation Safety Committee or the New York State DOH as necessary. Removal of Radioactive Waste both sealed and unsealed. Removal and proper disposal of equipment containing radioactive sources. Recycling of lead where possible.
Laser Safety, ALARA, Radiation Safety and Incoming and ongoing training Design and implement a research laser safety program and training. Provide exposure type based radiation safety training modules for University research staff and students. Job specific ancillary staff training for staff who may be assigned to a department that uses ionizing radiation. Initiate and follow up as required for ALARA investigations. Oversee the distribution of dosimeter. Monitor dosimeter use and asses the correct wear frequency and dosimeter type.
LLRW and mixed waste pickup coordination and proper disposal. Disposal and shipping of Radioactive Materials for final disposition. Manage and maintain Stony Brook University's Hazardous Waste Management Facility radioactive waste area. Coordinate and obtain financial approval for was pickups. Document and maintain waste disposal records. Educating staff and maintaining records of required DOT training. Prompt response to all State and Federal requests and annual reports regarding waste. Coordinate and supervise the removal of waste done by contractors.
Radiation Safety aspects of research involving use of radioactive materials Provide insight, regulatory requirements and recommendations related to use of radioactive materials in research settings. Oversight of radioactive materials use in both lab based and human use research. Participation in committees related to research. Supervision of cyclotron safety officer and participation in cyclotron ventures planning. Research applications of radiopharmaceutical production for on- and off-site use. Involvement in planning and third-party coordination of off-site use.
Emergency Response / Investigation Emergency Response/Investigation: Respond to radiation emergencies, assess impacts on health and safety, coordinate response and monitor remedial actions, provide necessary notifications to University officials and regulatory agencies, as required. Performs and/or reviews investigations of overexposures, accidents, spills, losses, thefts, unauthorized receipts, misuses, transfers, disposals, and other deviations from approved radiation safety practice and implements corrective actions when necessary.
Calibration of equipment Manage and oversee the University's equipment calibration facility. Determination of end of life for detection equipment. Identification of equipment needing calibration, coordinate calibration and return of the equipment. Maintain frequently worn out parts inventory. Consult on new purchases.
Support EH&S departmental activities to promote a strong safety culture throughout the University, and perform duties or projects as assigned appropriate to rank and departmental mission.
Special Notes: This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
