Under the direction of the Deputy CEO, Planning and Innovation, manage, organize, coordinate, and deliver projects of varying size and complexity with support from internal project teams and external consultants. Responsibilities include developing project plans, assisting with hiring and management of consultants and contractors, administering contracts to ensure timely delivery of project deliverables within project budgets and schedules, meeting project and organizational goals as well as regulatory requirements, and providing guidance and/or direction for the project team, contractors, and subcontractors.
Accountabilities and Essential Functions:
Manage and coordinate transit projects including planning, preliminary and detail design, NEPA studies, consulting and engineering services, construction services and tenders. Specific responsibilities include planning, staffing, budget development and management, scheduling, quality control, internal and external communications, project team coordination, stakeholder and public engagement, and contract management.
Develop project plans including goals, detailed scopes, project team composition, budget, and schedule as well as communication and public engagement plans.
Identify and monitor funding requirements and sources including Federal, State and local funds and ensure financial feasibility for projects.
Prepare and evaluate solicitations and requests for proposals within FTA and AAATA procurement requirements.
Select internal teams and external consultants, assign duties, direct work, conduct performance evaluations, resolve issues associated with contract fulfillment, and ensure project deliverables meet contract specifications, schedule, and budget.
Provide leadership to internal project teams and consultants to drive a culture of accountability and collaboration, ensure the most effective use of resources, and deliver high-quality projects.
Manage project scope, budget, schedule, quality, communications, and risks from inception to completion to meet the project goals; identify project deficiencies such as schedule and budget variances during the entire project process; provide timely information and reports on project status; and develop and implement recommendations for corrective action to ensure completion of projects within budget and on schedule.
Utilize industry accepted tools and techniques for managing projects and provide project management consistent with both project and organizational needs.
Develop and maintain project management and reporting documents such as charters, schedules, tasks, risk registers, written and oral reports, key performance indicators, forecasts and post-mortems.
Identify stakeholders for projects assigned, ensure appropriate involvement of all stakeholders in projects, coordinate with stakeholders to incorporate their needs into the project scope and deliverables, develop and maintain strong working relationships with stakeholders, and ensure stakeholder support and timely approval of projects assigned.
Coordinate with the management team in negotiating partnership opportunities in project development and delivery such as land and property leasing or acquisition from Federal, State, and local authorities.
Manage project communication processes to ensure that all processes outlined in the project plan are applied and followed.
Provide project updates and presentations to internal and external stakeholders and keep the management team informed of project status and all issues associated with project delivery.
Attend and chair project team, stakeholder and public meetings, present information to a variety of audiences, and answer questions at public and stakeholder meetings.
Communicate and respond to inquiries from the public, stakeholders, consultants, contractors, and staff in the planning and design of transit projects to promote timely and excellent customer service.
Assist in obtaining major approvals and agreements from local, state, and federal agencies to assure project goals and schedules are met.
Ensure that all project components and activities meet the agency’s, local, state, and federal policies, procedures, and regulations.
Conduct research and prepare recommendations for complex project management, engineering, and construction problems.
Provide support in other corporate and department priorities such as facility planning and design, service planning, financial and funding analysis, data analysis and management, transit technologies, contract administration and management, etc.
Assist in the development of annual and multi-year budget and capital program by identifying work/projects, scope, cost estimates, schedule, integration of projects, providing recommendations on project prioritization within funding envelopes, and coordinating with other departments.
Provide input to help formulate corporate and divisional priorities.
Research and identify grant opportunities and assist in preparation of grant applications and reporting.
Work with Federal, State, and local agencies to understand and follow all governing regulations and guidelines to ensure proper support, partnership opportunities, and funding from different levels of government.
Participate in the development of guidelines, design standards and specifications for transit facilities and services.
Participate in facility planning and functional design, service planning and analysis, new mobility planning and implementation, technology applications, and other activities.
Develop and review studies, designs, plans, specifications, and cost estimates for transit projects.
Perform research and analysis on policies, regulations, technical issues, as well as best practices related to transit services, facilities, technologies, funding, and project management and delivery.
Represent AAATA on various committees and working groups as directed.
Work in accordance with applicable health and safety regulations and all AAATA policies and procedures related to occupational health and safety.

Knowledge, Skills, and Abilities:
Bachelor’s Degree in transportation planning, engineering, or a related field.
A minimum of seven (7) years of project management experience and 10 years of overall experience, with an emphasis on planning and engineering for transit projects.
PMP Certification is desirable.
Strong ability to plan and manage large projects from concept to completion with extensive project management experience related to the functional planning and detailed design for transit facilities and bus rapid transit projects.
Demonstrated leadership experience on large, multi-disciplinary transit projects with excellent interpersonal skills and strong ability to establish/foster teaming relationships with staff, stakeholders, and consulting teams.
Ability to prioritize and execute projects and tasks in a high-pressure environment.
Experience in project risk management with strong ability to identify potential issues early and react to project adjustments and alterations promptly and efficiently.
Knowledge and experience with transit planning and operations, National Environmental Policy Act (NEPA) process, and Federal and State funding programs including grant application and reporting.
Strong knowledge in administration of contracts with consultants and contractors.
Experience in advancing projects through various stages of the FTA project development process in the areas of capital planning and project delivery.
Familiar with other Federal and State acts, policies, and guidelines as they pertain to transit projects.
Extensive knowledge and experience working with MS Office and project management software as well as other tools to enable procurement efforts, reporting and budgetary compliance.
Strong problem-solving skills as well as strategic planning skills
Excellent verbal and written communication skills with extensive experience in delivering presentations to the public, elected officials and other stakeholders.
Work effectively both independently and in a collaborative team-based environment.
