The Stanford University Office of Emergency Management (OEM) serves as the administrative function charged with creating the framework within which the University can reduce vulnerability and sensitivity to hazards and cope with crisis and disasters.

The OEM works to ensure that the University can maintain and preserve its mission of academic inquiry, learning, and service after a crisis or disaster event. Our vision is to create a disaster resilient university while protecting the University by facilitating the coordination and integration of all activities necessary to build, sustain, and improve the University's ability to mitigate against, prepare for, respond to, continue operations during, and recover from natural disasters, acts of terrorism, or other human-caused crises or disasters.
Reporting to the Associate Vice Provost for EH&S, the Director of Emergency Management provides leadership in the oversight and execution of the University's comprehensive emergency management programs including, but not limited to emergency preparedness, business continuity planning, emergency response operations, recovery and resumption of operations, and institutional financial planning for program. The Director ensures that the university community is prepared, equipped, trained and ready to respond and address the consequences of disasters as well as mitigate the effects, to recover from impacts, and to resume academic and business operations. Please note: This position will be required to be on-call for emergency management situations.
Define the overall activities of environmental, health, and safety functions, and allocate appropriate staffing and other resources to achieve the objectives including development and direction of related policy.
Advise and alert senior leaders of legislative agendas and ramifications; develop appropriate strategy to address situation.
Provide leadership direction to management and professional staff.
Direct, design, develop, and oversee implementation of the most complex environmental, health, and safety protection programs and procedures.
Direct and conduct business and technical briefings for senior and top management: represent and advocate for the university's position in a program area and/or specialty: develop and communicate a consensus position within a diverse, sometimes conflicting stakeholder climate.
Develop and establish operating policies and approaches for environmental, health and safety policies consistent with University policies and objectives and ensure appropriate execution; appraise and evaluate the results of functions. Establish budget allocations and project priorities.
Develop capabilities of environmental, health, and safety staff, and ensure strong leadership of individual units within the organization.
Direct and manage strategic relationships both inside and outside of Stanford University; negotiate and influence university leaders on issues that have university-wide impact; maintain a high level of interaction and collaboration with clients and peers across the university. Build relationships with key vendors.
Represent the university as the designated senior safety officer of an organization or specialization when mandated by regulatory requirements.

Education & Experience:
Bachelor's degree in arts/science in related allied/scientific field and ten years of related progressively responsible experience or an equivalent combination of education and relevant experience. Advanced degree and/or certification(s) may be required for some programs.
Knowledge, Skills and Abilities:
Ability to manage the overall functions of an environmental, health, and safety organizations, or a large professional service organization.
Ability to articulate a clear vision for the organization and ability to execute on a strategy to attain the vision.
Ability to function as a senior manager, with responsibility for developing and mentoring managers and senior professionals.
Knowledge of applicable federal, state, and local regulations.
Ability to interpret and apply regulations.
Strong interpersonal skills with the ability to cultivate strong and collaborative relationships inside and outside the organization.
Ability to lead professionally in emergency/crisis situations.
Excellent oral and written communicator, including presentation and facilitation skills.
High level of expertise and familiarity with emergency management technology software and hardware tools to enhance emergency management efforts.
Strong management experience leading direct reports to advance the Office of Emergency Management initiatives.
Certifications and Licenses:
Preferred: Advanced degree in Emergency/Disaster planning Management or Homeland Security; certifications in FEMA ICS 100, 200, 300, 400, 700, and/or Certified Emergency Manager; experience in a university setting.
Frequently stand, sit, and perform desk-based computer tasks.
Occasionally use a telephone, write by hand.
Rarely kneel, crawl, climb ladders, reach/work above shoulder, twist/bend/stoop/squat, grasp lightly/fine manipulation, grasp forcefully, write by hand, sort and file paperwork or parts, operate foot and/or hand controls, carry, push, and pull objects that weigh 40 pounds or more.
Ability to maintain a valid non-commercial California Driver's license.
