Specimen Receiving and Phlebotomy Coordinator - 2101258
Under the direction of the Administrative Director, Clinical Pathology the incumbent is responsible for the day to day operations of the Specimen Receiving and Phlebotomy Services Departments. This includes, but is not limited to, all Human Resources (recruitment and retention), Budgeting, Regulatory Compliance and Billing, Labor Relations, Staffing, Workflow Processes, Policies and Procedures and all other day to day activities.
Supervision of all activities related to the proper functioning of the Specimen Receiving and Phlebotomy Services to include all components of the workflow processes, staffing levels regulatory compliance and when appropriate, marketing of services to clients.
Ensures all staff in the Specimen Receiving and Phlebotomy Services adhere to the Hospital and Departmental Policies and Procedures as well to all relevant Regulatory statutes and standards (eg. NYSDOH CLEP, CAP, JCAHO, CMS, etc.) Maintains the Department of Laboratories accreditation for the Specimen Receiving and Phlebotomy with all relevant regulatory agencies (eg. NYSDOH CLEP, CAP, JCAHO, CMS)
Oversight for Quality Assurance functions and problem resolution for the Specimen Receiving and Phlebotomy Services.
Duties of the Specimen Receiving and Phlebotomy Coordinator may include the following but are not limited to:
Supervision of all day to day activities related to the proper functioning of the Specimen Receiving and Phlebotomy Services to include, but not limited to, all components of the workflow processes, staffing levels, regulatory compliance, Human Resources, Labor Relations and, when appropriate, marketing of services to clients.
Ensures all staff in the Specimen Receiving and Phlebotomy Services adhere to the Hospital and Departmental Policies and Procedures as well to all relevant Regulatory statutes and standards. (eg. NYSDOH CLEP, CAP, JCAH CMS, etc.) Maintains the Department of Laboratories accreditation for Specimen Receiving and Phlebotomy with all relevant regulatory agencies (eg. NYSDOH CLEP, CAP, JCAH, CMS, etc.)
Develops and monitors all budgets (PSR, S&E and Capital) for Specimen Receiving and Phlebotomy Services. This includes preparation of the 5 year plan Capital Equipment requests for these departments.
Oversight for Quality Assurance functions and problem resolution for Specimen Receiving and Phlebotomy Services.
Oversight and preparation of annual Performance Programs and Evaluations are performed and documented as per established Human Resources Policies and Procedures for Specimen Receiving and Phlebotomy Services.
Ensures staff training in all relevant procedures and protocols including competency assessments per established Policies and Procedures for the Specimen Receiving and Phlebotomy Services.
Responsible for Policy and Procedure development, implementation and maintenance for the Specimen Receiving and Phlebotomy Services. All Policies and Procedures will comply with relevant hospital, departmental and regulatory standards.
Utilizes all relevant computer applications as required, provides all staff training and oversees competency assessments. Responsible for staff compliance with Hospital (eg. Cerner Registration/Powerchart) and Laboratory Information System/Applications (Sunquest, SMART) as well as other relevant computer applications for Specimen Receiving and Phlebotomy/MART phlebotomy services.
Oversees general and specialty testing sent to Reference Lab to ensure all regulatory mandates are adhered to since this testing entails enhanced mandatory regulations
Oversees audits and reconciles Reference Laboratory bills (invoices). Ensures tests are ordered, performed and billed per Medicare/OIG regulations.
Oversees manual billing non-interfaced reference tests (miscellaneous) on Cerner. Oversees coordination of billing audits on all miscellaneous testing.
Oversees maintenance of all patient records in compliance with Federal, State and CAP regulations. Maintain proper State and CAP monitored information and procedures such as quality control data, environmental health and safety protocols with interpretation of such policies as necessary to ensure proper patient care and safe work practices. Will maintain specific knowledge of safe laboratory practices as endorsed by the NYS Dept. of Health and OSHA. Must understand and comply with all JCAH/CAP/DOH and Compliance regulations. Maintain all patient records in compliance with Federal, State and CAP regulations.
When assigned will perform phlebotomy on patients of all ages including newborns per established Policies and Procedures and will be competency assessed as per established Policies and Procedures.
Oversees all Phlebotomy Services for inpatient, Level 3 Outpatient Drawing Station, LISVH and Transplant Services (Urology Clinic) as well as other relevant outpatient phlebotomy services, MART and hospital pavilion per established regulatory standards.
Address billing errors per scope of position, process special billing for phlebotomy charges. Brings any significant issues to the attention of the Administrative Director, Clinical Pathology as soon as possible.
Participates on Relevant Laboratory Committees and ensures staff adherence to all compliance plans as established.
In the event of non-conformance ensures that results are not reported until corrective actions have been taken and the test system is functioning properly.
Special projects and committees as assigned, including representing the Department of Laboratories on institutional initiatives.
At least 6 years clinical laboratory experience in a hospital or health care setting.
At least 2 years of Phlebotomy experience for adult and pediatric phlebotomies in a hospital or health care setting.
At least 1 year in Specimen Receiving experience in a hospital or health care setting.
At least 4 years of relevant supervisory experience.
Competency with computer applications, e.g. Microsoft Office (word, excel and PowerPoint).
Competency in a Laboratory Information System
Excellent interpersonal and written skills are required.
NY SED licensure as a Clinical Laboratory Technologist or eligibility for licensure.
Experience in a union environment.
