The Bill & Melinda Gates Institute within the Johns Hopkins Bloomberg School of Public Health (JHSPH) has launched a second phase of an innovative survey research program in partnership with Jhpiego, entitled Performance Monitoring for Action (PMA), formerly PMA2020. The project is designed to deliver high-quality, rapid-turnaround data into the hands of public health policymakers, program managers, and other stakeholders at frequent intervals to promote data-driven decision-making to improve the health and welfare of populations. To achieve this goal, PMA recruits women from a set of nationally or sub-nationally representative sentinel communities and trains them to collect data on a routine basis using smartphone technology. Data are collected at both households and facilities.
PMA data collection platform operates in eight geographies, with plans for targeted expansion in donor priority geographies. The core survey covers family planning (including contraceptive dynamics) and reproductive health indicators, while maintaining flexibility to add new modules in related health areas according to local data needs. It also includes a panel design that follows a cohort of reproductive age women on an annual basis and a representative set of service delivery points over a 3-year period. The panel is combined with periodic cross-sections drawn from the same sampled, sentinel communities. The PMA Global partner Jhpiego oversee sub-award management and program management with country partners, and promotes platform sustainability, communications and data utilization efforts.
Specific Duties & Responsibilities
The Associate Director of Operations will oversee technical operations for PMA surveys and will manage the team providing support from Baltimore to PMA global partners. They will take the lead for developing the research protocol for the survey and liaise with the JHSPH IRB on applications and modifications and coordinate with partner organizations on their IRB submissions as required. Responsbilities also encompass leading the development of questionnaire content and design in coordination with PMA leadership and faculty and drawing upon external consultants as required. This requires working closely and with the Data Engineering Team on questionnaire programming in ODK for smartphone administration and with country partners in pre-testing questionnaires. The Associate Director of Operations will serve as the liaison between the Gates Institute and Jhpiego. This includes working on joint donor reports and global workplans. The Associate Director of Operations will be responsible for managing any other separate awards for PMA given to the Gates Institute. As a part of the capacity building initiative in the next phase of PMA, they will work with the entire technical team to coordinate capacity building efforts across the project geographies. In this capacity, they will supervise the capacity-building team members. As a member of the PMA Leadership team, the Associate Director of Operations will help to set priorities for the project overall and represent the project with external funders. They will also be responsible for ensuring compliance with financial obligations and contractual policies as well as overall recruitment for the project.
Supervisory responsbilitiy also includes the Survey Operations Lead and the Engineering Team Lead.
Minimum Qualifications (Required)
Master's degree in public health, international development, or a similar discipline required.
Six (6) years’ experience working in the field of survey implementation or sexual and reproductive health programming, preferably in low or middle-income countries. Additional relevant experience and/or training may substitute for some education.
Must be comfortable using various software applications, e.g., Microsoft Office package (Word, Excel, PowerPoint), SharePoint, Dropbox, etc.
Must be a fast learner with independent problem-solving ability and strong communication skills.
Position may require international travel (10-20%) to survey research sites in Africa and Asia in addition to periodic domestic travel for program planning and representation.
Advanced Microsoft Excel skills.
Experience working in academic or research environments.
Previous experience with management of personnel strongly preferred.
Experience and/or familiarity with statistical analysis software packages (notably Stata)
Experience with data collection programs (ODK, CsPro or others).
