This is responsible administrative and professional engineering work directing and managing engineering activities for a municipal water and sewer utility.
Examples of Work:

Directs professional, technical and laboring employees engaged in the study, planning, construction, maintenance and improvement of water and sewer utility operations; directs the Geographic Information Systems program; directs technical employees in electric or electronic instrumentation, laboratory analysis, motor repair, general repair and maintenance; directs technical and clerical employees in the preservation of Water Board records; manages watershed, water pump stations, water treatment plants, water distribution, sewer collection, sewer lift stations, and sewer treatment plant operations; manages compliance with regulatory standards and administrative requirements; develops and recommends standard operating procedures; analyzes process monitoring and benchmark data; recommends policies affecting the planning, engineering and expansion of the utility; reviews construction plans, specifications, contract documents and schedules for assigned engineering projects; manages and administers contracts for engineering projects; approves, evaluates, and reconciles consultant and contractor pay requests; researches complex engineering problems and counsels superiors and subordinates on available alternatives; prepares special studies and reports; negotiates with land developers concerning developmental matters and responsibilities; develops and recommends an annual budget for priority system needs; reviews qualifications, abilities and performance of subordinate staff and develops recommendations for improvements; prepares special studies and reports; coordinates data management and storage; makes presentations to the Board; attends meetings and makes public addresses; participates in response to natural disasters; performs related work as required.
Minimum Qualification Requirements:
Attainment of a minimum of a bachelor's degree in civil, environmental or sanitary engineering, preferably supplemented by a master's degree in engineering, business administration or closely related field, and a minimum of five years responsible engineering experience in the planning, design, construction or operation of water or wastewater facilities; or a combination of education and experience equivalent to these requirements.
Essential Requirements of the Work: Comprehensive knowledge of civil and environmental engineering theory and practices regarding the design and operation of water pumping facilities, water and wastewater treatment facilities, wastewater pumping stations, potable water booster stations, sewer collection facilities, and water transmission and distribution facilities; thorough knowledge of codes, ordinances and standards governing water and wastewater system construction and maintenance projects; ability to plan, schedule, supervise and evaluate the activities of professional, technical, clerical and laboring personnel; ability to perform as an interactive member of a management team; ability to prepare and present complex and comprehensive reports, both orally and in writing; ability to establish and maintain effective working relationships with subordinates, engineering consultants, public officials and the general public.
Licensure as a Professional Engineer by the State Board of Licensure for Professional Engineers and Land Surveyors in the State of Alabama; or if registered in another state, must obtain licensure within one year of appointment; must possess a valid driver’s license from state of residence.
Distinguishing Features of the Work:
An employee in this class is responsible for planning, designing, coordinating, implementing and managing engineering and operational activities of a water and sewer utility. Work is performed with a high degree of independent professional judgment and discretion under the general direction of the Water and Sewer Assistant Director. Supervision is exercised over a staff of subordinate professional, technical, clerical and laboring personnel.

Additional Salary Information: Maximum starting salary range is $86,982.00- $139,040 based on experience.
