Center for Environmental Solutions and Emergency Response Deputy Director for Management –Cincinnati, OH or Durham, NC
EPA’s Office of Research and Development (ORD) is seeking to fill its Deputy Director for Management position within the Center for Environmental Solutions and Emergency Response (CESER). The ideal candidate has experience managing the operations of a scientific, research, or technical organization and in developing long-range plans and policy guidance on research, administrative, resource, or fiscal issues. CESER is responsible for the applied, customer-driven national research and development program to improve decision making by EPA, state, tribal and local agencies when faced with challenging environmental problems in the built environment. Major duties for this position include:
Planning for, administering and utilizing resources and materials effectively and efficiently in the Center.
Providing the Center Director with objective, independent counsel on the Center’s compliance with Federal, EPA and ORD laws, regulations and policies concerning financial management, human resources, property, health and safety, scientific quality assurance and other administrative processes.
Providing expertise and assistance to the Center Director in order to ensure that facilities and equipment are used appropriately and safely in the Center and, where appropriate, its field stations.
Directing and overseeing the review and evaluation of acquisition activities.
Ensuring there are consistent policies and procedures in place that support the work of ORD by defining, developing, and implementing effective ORD management policies, procedures, and systems.
Coordinating Center activities and communication with internal and external stakeholders, including representatives of foreign, State and municipal governments, other federal agencies, industry, academia, and private organizations sharing a mutual interest of responsibility within the major program areas assigned to the Center.
Establishing, implementing, and maintaining a quality assurance program to assure that environmental measurement programs provide data of the type and quality needed to support the intended decisions.
Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
Salary and Benefits: This is a Senior Executive Service (SES) position. The position is a full-time, permanent appointment. The salary range is $170,801-$197,300 per year. Determination of salary is dependent upon qualifications, experience, current salary, and other factors. The selected applicant will be eligible for full benefits including relocation expenses, health and life insurance, retirement, and vacation and sick leave.
The Center for Environmental Solutions & Emergency Response (CESER)?plans, coordinates and conducts an applied, customer-driven, national research and development program to improve decision making by EPA, federal, state, tribal and local agencies, when faced with challenging environmental problems in the built environment.
The Center develops and provides applied scientific and engineering solutions, technologies, and cutting-edge innovations to protect and remediate our air, land, and water resources, and critical infrastructure challenged by systemic and acute environmental contamination.
CESER assists customers across the nation with effective and innovative approaches to safeguarding public water systems and remediating contaminated soil, sediments, urban areas, and groundwater.? Contamination sources include those traditionally managed through environmental regulation and emerging environmental stressors, as well as potential threats from terrorism or natural disasters.
CESER advances approaches and guidance for sustainable materials management including waste management and the development of decision support tools for effective environmental and disaster management... strategies.
The Center develops, evaluates and applies research and demonstration methods on various scales spanning laboratory to pilot to full field scale to provide the most useful scientific solutions in support of EPA’s mission and the Office of Research & Development (ORD) Immediate Office of the Assistant Administrator's mission and strategic vision.
CESER provides technical support to EPA regions and programs, states, tribal nations, and federal partners, and serves as the interagency liaison for EPA in homeland security research and technology. CESER interfaces with ORD and other EPA offices and other Federal and nonfederal organizations relative to CESER programs and services.
