The Deputy Chief of Party (DCOP) provides technical, programmatic, and administrative assistance to one or more programs and leads the development and implementation of discreet program activities independently. The DCOP may supervise and mentor staff. Sr. Program Officer will lead technical work and center-wide initiatives independently. Sr. Program Officer will lead proposal development and contribute to strategic partnership development, as needed and with support.
As the DCOP in the Democratic Republic of the Congo (DRC), Sr. Program Officer will oversee management and operations of the project as a whole. Sr. Program Officer should also be able to act for and represent the Chief of Party as necessary. Sr. Program Officer will possess a deep command of management processes generally and USAID reporting and compliance requirements specifically and demonstrate an ability to produce quality results on schedule.

Lead technical areas, larger activity/ies and/or programs independently
Envision, design and initiate new program activities according to a larger program goal
Oversee country programs with support
Produce and edit documents, work plans, reports, and presentations
Monitor budgets and make strategic decisions to reallocate funding according to strategic priorities
Act as liaison for consultant activities, ensuring statement of work, contract and deliverables are in place
Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
Work closely with finance and administrative staff to ensure timely and compliant spending
Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
Liaise with internal and external partners
Adhere to JHU, CCP and donor rules, regulations and policies
Upload and save deliverables on relevant knowledge management platforms
Identify and address STTA needs independently
Work closely with research to routinely review program performance data and initiate adaptations to program management and implementation
Supervise staff with support
Orient and train new staff members
Conduct regular (at least quarterly) check-ins and annual performance reviews with all supervisees
Identify and recommend appropriate professional development opportunities for supervisees
Provide coaching and mentoring to promote continued growth and improvement among supervisees and other staff
Oversee and ensure the quality of work produced by staff or team.
Manage group work and effective team functioning independently; includes identifying and filling staffing gaps and independent contractor identification and hiring.
This position may not have official supervisory duties; Sr. Program Officer will engage in coaching and mentoring of staff.
Operate with compliance to all JHU supervisory policy.
Lead and manage technical work independently, including strategies, toolkits, communication materials, scripts, job aides, needs assessments, etc.
Generate and envision new activities, ideas, frameworks, and strategies that further high-level goals
Use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
Provide information to others about the quality of work. This includes raising concerns about errors, omissions, and poor quality products to the staff member responsible for that work, and requesting revision of work that is not high quality.
In collaboration with research and evaluation division, contribute to design and implementation of research plans and activities
Supervise/oversee STTA of junior staff with support
Lead in-country technical work, including trainings, workshops, and program support, independently
Demonstrate technical expertise in relevant technical areas (i.e. SBC, knowledge management, health areas, etc.)
Demonstrate high level technical communication, including writing reports, creating and giving presentations, and facilitating trainings or group discussions
Professional and Organizational Growth
Initiate and lead center-wide and project-wide initiatives, independently

Specific Duties & Responsibilities
The DCOP will lead key activities under the following Intermediate Results (IR):
IR 1: Proven, evidence-based practices to address key barriers and incentives to positive behaviors institutionalized;
IR 2: Breakthrough-ACTION investments in key sub-sectors mutually reinforced by shared behavioral objectives; and
IR 3: Increased capacity of Congolese communication oversight organizations to coordinate, design, implement, and evaluate evidence-based SBC interventions.
Sr. Program Officer will possess both deep applied experience in Social and Behavior Change (SBC) and demonstrated abilities in leadership; strategic thinking; application of best practices, gender integration and innovations in SBC. Applying learnings from global best practices, Sr. Program Officer will provide strategic direction for SBC programming, while proactively engaging and convening a broad range of donors and implementers in advancing research and the practice of SBC in the DRC. Sr. Program Officer will represent Breakthrough-Action/DRC to USAID and the Government of DRC (GDRC) and will cultivate open and collaborative management relationships with the management team at USAID/DRC, as well as with other Mission-funded activities. Sr. Program Officer will have the principal responsibility for coordinating activities to improve alignment of SBC and supply-sided efforts. Sr. Program Officer will also possess experience and demonstrated success in cultivating partnerships with the private sector.
Minimum Qualifications (Required)
Master’s degree (M.A., MHS, MPH) required. Five years related experience required.
Fluent in French
Additional relevant experience and/or training may substitute for some education.
Masters’ degree in business, public health, communication, or a related field and at least ten (10) years of experience in international health and development, including senior-level management positions and experience managing large and complex projects implemented by multi-partner consortia including experience providing technical guidance to large and complex activities primarily focused on SBC and proven ability to effectively engage partners, including host country government personnel; OR
a Bachelor’s degree in business, public health, communication, or a related field with at least twelve (12) years of experience in international health and development, including in senior-level management positions and experience managing large and complex projects implemented by multi-partner consortia including experience providing technical guidance to large and complex activities primarily focused on SBC and proven ability to effectively engage partners, including host country government personnel, strongly preferred
Special Knowledge, Skills, and Abilities
Demonstrated record of recruiting, managing and developing personnel for large and complex projects with experience designing and managing integrated or multi-health area SBC activities, preferred
At least five (5) years’ experience managing the reporting and compliance requirements for large health and development contracts or agreements that serve clients in developing countries funded by U.S. Government funds and experience interacting with U.S. government agencies including Missions, strongly preferred
Potential for extensive travel throughout the country and limited international travel.
