Perform complex financial analysis and planning to provide management with data and recommendations used to establish financial goals and objectives. Provide recommendations to critical financial business decisions. Perform financial and planning activities in support of various functions, e.g. budgeting, auditing, financial planning, taxes and consolidation. Extract financial data from various accounting and information systems to perform complex statistical, cost and financial analyses of financial reports and data, and prepare subsequent narrative analysis for management. Typically located in central administrative office for departments and/or schools.
Specific Duties & Responsibilities:
Interpret data, and review data prepared by others, to evaluate and determine past financial performance and/or making financial projections and assist management in making overall business decisions.
Analyze, coordinate and consolidate departmental financial information for the development of the department/divisional fiscal year annual operating and/or capital budgets and five-year plan.
Analyze, extract, and define relevant complex financial data; plan and conduct complex studies to determine cost and financial results of business activities and improve the operational and financial effectiveness of the unit, department, or division. Review financial needs and explore alternative financing methods.
Make budget adjustments and implement other cost improvement measures. Use appropriate cost rates, such as indirect and benefit rates for proposed budgets. Prepare and defend budget proposals to senior management.
Create financial systems, structures, and controls for a variety of processes that provide tracking, validation, billing, payment and debt reporting. Implement quality control and process improvements with regard to overall business process.
Review proposed operating and financial plans, including proposed program increases, estimated costs and expenses to finance proposed programs. Recommend course of action to improve financial performance.
Evaluate and analyze capital expenditures proposals, profit plans, operating records and financial statements.
Monitor and maintain departmental/divisional control salary, default accounts, and effort reporting. May develop faculty profit and loss statements with quarterly reporting. Advise faculty on required action to resolve funding shortfalls.
Oversee moderately complex to complex budget accounts once award(s) has been granted or contract(s) signed. Provide oversight for the expenditure of funds, ensuring that funds are expended according to sponsoring organization's stipulations.
Oversee the receipt of payments from sponsors. May participate in the development of payment schedules.
Oversee Dermatology Sponsored Projects, including but not limited to management of pre- and post- award grant/contract activities, preparing research budgets, and producing financial reports.
Keep abreast of laws and regulations that impact up-to-date compliance, act as resource for administrative and financial staff.
Utilize comprehensive knowledge of applicable laws and regulations and the university's financial accounting system to ensure internal and external compliance. Share accountability for managing financial transactions including, general funds, federal and private grants and contracts, and gift and discretionary accounts.
Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
Minimum Qualifications (mandatory):
Bachelor’s degree in finance, accounting, or other related field. 5 years progressively responsible related financial/accounting experience. Additional education (Master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
JHU Equivalency Formula: 18 graduate degree credits may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Highly effective verbal communication and interpersonal skills to establish positive working relationships with providers, clinician scientists, research teams, Dermatology staff and leadership, and other JHU and JHHS Finance staff.
