The City of Albany is seeking a qualified Environmental Services Manager to be responsible for the supervision and management of the City's environmental services program, which assures compliance with federal, state, and local regulations related to water quality, hazardous materials response and handling, and the environmental compliance laboratory.

Bachelor's degree in civil or environmental engineering, environmental science, chemistry, or life sciences; and five years' responsible environmental experience including at least two years in a supervisory position, preferably with a municipal public works department; or any satisfactory equivalent combination of education and experience.
Extensive knowledge of: water quality legislation and rules; industrial techniques, tests, and monitoring systems; pretreatment processes; wastewater and stormwater utility system design and operation; the environment, utility, health and safety codes, and pertinent processes to enforcement and administration of program assignments; and emergency response, incident command systems, containment, and cleanup technologies used during hazardous materials spills. General knowledge of computer applications in the environmental field.
Skill in: developing positive working relationships with regulatory officials, industry representatives, and other department staff; effectively communicating orally and in writing; the operation of standard office equipment including computers; and operation of listed tools and equipment used.
Ability to: read and interpret maps, plans, specifications, technical literature, regulations, and laboratory reports and apply them to the environmental services program; supervise and train subordinates; productively utilize goal setting and progress monitoring to promote accomplishment of tasks; and communicate and provide leadership skills necessary to resolve conflicts, effectively negotiate contracts, and foster positive working relationships with individuals, working teams, other divisions/departments, consultants, and other governments or agencies.
