The Operations Manager receives general direction from the General Manager. This position directs and manages the day-to-day operations of the Waste Water Collection System and Treatment Plant Facilities of the OVSD; develops and oversees capital project development and implementation, manages and oversees maintenance and capital project prioritization, develops the programs, guidelines, organizational and individual goals to ensure compliance with local, State, and Federal rules and regulations; and provides highly technical management assistance to the General Manager. Exercises direct supervision of assigned technical and maintenance personnel.
Candidate must have the experience, knowledge and ability to: 1) Oversee & evaluate the Collection System and Treatment Plant operations, maintenance projects, capital projects and maintenance performance, activities, and procedures to ensure sustainability and compliance with regulatory requirements; 2) Oversee & evaluate the Collection System and Treatment Plant operations and maintenance activities and procedures to ensure the plans and programs being implemented are efficient in meeting District goals and providing the desired levels of service; 3) Plan, direct, oversee, and participate in the development of projects, programs and contracts related to the operation and maintenance of the District’s Collection System and Treatment Plant; 4) Assist Collection System and Treatment Plant staff in solving complex operation and maintenance problems; assign projects and programs to subordinate supervisors; monitor the progress of ongoing work including day-to-day operations and assigned projects.
