Under the general supervision of the Authority Board of Directors, is responsible for all management aspects of the landfill, which provides solid waste disposal services for numerous municipalities and commercial interests and generates revenues to offset landfill operational costs. Monitors the landfill and oversees all staff and administrative operations.

Assists in development of long-term goals of the SEBC landfill. Oversees all aspects of landfill operations in accordance with community needs, demographic trends, state and federal regulation and Authority mission. Develops and implements landfill policies, procedures, and regulations.
Assesses landfill operations, staffing levels, facilities, and equipment. Analyzes capital needs, makes recommendations for improvements, and implements changes. Monitors operational costs and makes recommendations for increased efficiency.
Oversees and participates in the supervision of all landfill personnel. Directly supervises management personnel. Recruits and hires, assigns work, evaluates performance, and oversees safety training and professional development. Takes disciplinary action, when necessary, according to established procedures
Plans, develops, and implements marketing strategy for the landfill.
Approves individual department budgets and prepares and presents annual landfill budget to the Authority board for approval. Administers approved budget.
Negotiates and secures contracts with engineers, and environmental consultants as needed. Oversees and participates in the direction and monitoring of all landfill contract employees.
Engages legal counsel, when necessary, to resolve issues concerning human resources, contract negotiation and environmental compliance.
Serves as site representative for governmental inspections by OSHA, MiOSHA and the Department of Environmental Quality (DEQ).
Attends Authority Board and committee meetings. Prepares necessary materials and reports, makes presentations as required.
Keeps abreast of developments in waste management, including design technologies, administrative techniques, and other issues through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate.
Participates in safety training and attends safety meetings. Adheres closely to all safety policies and regulations to assure the safety of employees and the public.
Acts as landfill spokesperson, establishing and maintaining effective relationships with citizens, news media, community groups, employees, the cities, and townships that make up the Authority, and other interests. Responds to public inquiries and investigates complaints.
Performs other duties as required.

While performing the duties of this job, the employee is regularly required to communicate, use arms and hands, and sit for extended periods. In the course of inspecting the landfill operation, the employee is occasionally required to stand, walk, and stoop. The employee must occasionally lift and/or move items of light weight, and must be able to travel to other locations.
While performing the duties of this job, the employee regularly works in a business office setting but is also occasionally required to work in the field. While on project sites, the employee is occasionally exposed to fumes or airborne particles, outside weather conditions and moving mechanical parts and/or machinery. The noise level in the work environment is usually quiet, but may become loud.

A Bachelor’s degree in civil or environmental engineering, or equivalent experience.
Five or more years of progressively responsible experience in waste management, including supervisory and administrative experience.
Knowledge and experience in landfill design, construction, and engineering.
Knowledge of the principals and procedures of solid waste management, marketing, and sales.
Considerable knowledge of applicable federal, state, and local laws, rules and regulations concerning a Type II sanitary landfill.
Considerable knowledge of the safety practices, equipment, methods, and materials utilized in landfill maintenance and construction projects
Thorough knowledge of professional public management techniques related to budgeting, personnel administration, labor relations, public relations, and project management.
Skills in assembling and analyzing data, preparing comprehensive and accurate reports and formulating policy and service recommendations.
Skill in contract negotiation and administration
Skill in effectively communicating ideas and concepts orally and in writing, and making presentations in public forums.
Skill in the use of office equipment and technology, including computers and related software, and the ability to master new technologies.
Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with employees, project contractors, representatives of governmental units, professional contacts, and the public.
Ability to critically assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
